Measuring and Modeling National Airspace System (NAS) Level of Service

Level of Service (LOS) measures the quality of service provided by a transportation system. In the field of air transportation, flight delay is commonly used to evaluate the LOS provided by the National Airspace System (NAS), or equivalently its operational performance. The US Federal Aviation Administration (FAA) has established and maintains several databases to record delays, such as Aviation System Performance Metrics (ASPM), Airline Service Quality Performance (ASQP), and Operations Network (OPSNET). However there are shortcomings in each database that can distort results. Therefore, in this paper, we introduce an alternative delay metric-Deviation of Average Flight Time (DAFT)-that avoids these shortcomings, and, in addition can be decomposed into different flight phase components. We then employ the DAFT metric to model dayto- day variation in NAS level of service contributing to the literature on that subject in two distinct ways. First, we consider the impacts of weather forecast errors as well as realized weather. Second, exploiting the decomposability of our DAFT metric, we are able to investigate how casual factors contribute to delay in different flight phases.
