Productivity and Efficiency of Airports in the Presence of Externalities: A Non-Parametric Approach

Atmospheric pollution and noise nuisance are two classical externalities generated by the production activities of airports. In previous assessments of airport performance, aviation emissions were noticeably absent from the production equation. Emissions entail welfare costs on future generations and communities residing within the vicinity of an aerodrome. Failure to account for the external effects creates distortions in our understanding of an airports economic performance. This study explicitly acknowledges externalities in the production function, and employs Data Envelope Analysis (DEA) to derive the externality-augmented measures of airport productivity and efficiency. A comparison between the conventional and adjusted measures is made to ascertain the direction and magnitude of the bias associated with using the former. A second-stage Tobit regression is conducted to facilitate a more explicit inquiry into the determinants of airport efficiency. The results suggest that noise mitigation strategies exert a considerable influence on efficiency.
