This paper is not a report of an engineering study although an old space infrastructure architecture study conclusion is updated. Nor is it a business plan with valuable information for competitors. It is perhaps a polemic intended to motivate younger readers who may be wondering if space history is doomed to repeat itself. Some recent aspects of space development are moving away from dependence on government space agencies while other initiatives show a public - private investment climate. However, at first, private innovators will have to press onwards without waiting. Some aspects relevant to todays real energy and environment problems are considered to guide the would-be planners of our space future with regard to Helium-3. In particular a recently revealed fusion power development offers a plausible option for the space economy to be of central relevance for Humanity.
