Control Measures Used to Reduce Conmunity Noise From Civil Aviation in Denmark

Airport noise is an environmental problem affectinq people near airports in Denmark. The Planning Act and the Environmental Protection Act provide several general instruments for noise abatement, but not all of them are used optimally. This paper discusses airport noise abatement in Denmark and compares it with the practical control measures for noise abatement currently used in the United States. The main reason that airport noise needs to be reduced is that it negatively affects people; noise disturbs activity, creates annoyance and causes negative physiological effects. The planning system, which comprises national, regional and municipal planning, carries out zoning around all 127 airfields and airports in Denmark. The Environmental Protection Act establishes rules for environmental approval of airfields and airports. The 14 county councils grant environmental permits to airports, which may include stipulations requiring the use of operational and land-use control measures for noise abatement. A comparison with the control measures used in the United States shows that it might be advisable to increase the use of some control measures in Denmark.
