The European Space Agency has chosen a decentralised operations concept for the In-Orbit-Infrastructure to be established in the Nineties. The flight elements (the Columbus Attached- and the Free Flying Laboratories, the Spaceplane Hermes and the European Data Relay Satellites) will be controlled from dedicated Element Centres - linked to each other via a communications network - and supported by element engineering centres such as the APM Centre and the MTFF Centre. An operations hierarchy has been proposed which reflects the Memorandum of Understanding between NASA and ESA concerning Space Station Operations and which attributes operational functions to each centre and participating organisational element in a three-layer (strategic-, tactical-, executional-) management structure.
