Regional air transport has evolved from a chequered history in which State carriers protected by monopolies limited growth opportunities for smaller and independent airlines. With the first stage of liberalisation and the production of purpose built regional aircraft growth in the regional aviation sector flourished. Simultaneously European Governments adopted policies of full cost recovery for airport and navigation facilities and this, combined with increasing shortages of pilots and engineers, together with the naturally smaller markets of regional operations, has compelled regional carriers to exercise careful cost control and improved management technique. Similarly the inherent bias within existing Computerised Reservation Systems has been a severe curtailment of the revenue-earning capability of many regional airlines. The introduction of a Code of Conduct for CRS vendors in Europe will remove this constraint whilst, at the same time, the increased alliances forged between regional airlines and major partners will provide a degree of financial stability and technical and marketing assistance for the betterment of the entire market. Saturated airport and air traffic control facilities in many parts of Europe are viewed with equal concern by regional and major airlines and with summer 1989 likely to see further disruption regional carriers are likely to see new possibilites in the introduction of hub bypass operations. However, the present congestion problems must not be taken as an excuse for curtailing further liberalisation and governments throughtout Europe must restructure their investment plans to provide adequate capacity for all aviation sectors. Europe has invested heavily in the aerospace industry for the production of regional aircraft and presently dominates the world market. Action by local or national authorities to limit market opportunites for small aircraft will put the investment in this industry at risk.
