A fundamental object of the test flying of a new type of aircraft is the reliable determination of the data that are necessary for the solution of operational problems, and for furnishing a comparison between the aircraft and similar ones, in its application to particular operational tasks. These data must be collected with sufficient accuracy and with the minimum expense of time and money. Therefore a critical analysis of the probable errors in the experimental determination of the above data by flight tests must be included in the study of the flight test schedule. This analysis leads to the conclusion that a considerable degree of uncertainty affects many measurements derived from flight tests for operational use. Greater reliability, with less expense, can be obtained by limiting the measurements in flight to the determination of some basic data, from which the calculations necessary for the solution of the operational problems, or for comparisons in relation to particular purposes, can be derived. In these calculations the actual or probable atmospheric conditions must be considered, and not the standard ones only. A set of basic data, presented in a special form, is proposed and analyzed from the point of view of the solution of the more frequent operational problems and of the reliability of the resulting solutions.
