Structural modification programs for aging aircraft are nearing completion for the first group of aircraft "over threshold" for compliance. Two major trends are emerging from the modification experience. The first is a significant rate of retirement of aircraft in lieu of modification. The second is a much higher cost of modification than originally estimated in the rulemaking process. The aviation industry needs to capitalize on this experience and modify the approach to the next generation of aircraft to reach their original design life objectives.
